WELLINGTON, This Day. The Hon. R. Semple, Minister of Public Works, returned" by tke Wanganella from his Australian visit. In an interview,' he said that there: seemed to be constant conflict between the State Parliaments and the Federal, and he was stforry to say that he had come to the conclusion that there was an anti-Feder,al feeling. To his mind that was bad, because the Federation was the proper form of government for Australia. It might be only a passing phase, and no doubt these matters would be straightened out in due courise,
