This will, if successful, mean the launching in grim earnest of Japan 's "Asia for the Asiatics" policy, involying a great attack by militarist upon democratic conntries. "Britain," says Sir Arthur, "cannot at present risk armed itrength in the West in order forcibly to support her protests in the East. "The change in the balance of power in the Pacific really arose When Sir John Simon failed to adopt Mr. Stimson's (United States Secretary of State) suggestion for a strong British and American istand to protect China when Japan began to dismember her in 1932." '
