Rebels Fire Into Mass of Refugces CITY WITHOUT WATER

(Eeceived 26, 1.25 p.m.) ST. JEAN DE LUZ, Aug. 25. Tbe insurgents entered Santander in tbe evening after tbe "Fifth ColUmn" had risen against tbe authorities and seized control after fierce street fighting. Hundreds of refugees have fled to France in all conceivable craft. A raclii message states that two rebel battalions have entered Santander. The main body will enter to-mor-row. British refugees who arrived at St. Jean de Luz aboard the destroyer Keitli state that Santander has "been without water for several days. There was nt» light or civil organisation, and there have been looting, pillaging, indiscriminate shooting, sheer anarchy and horror.
