Cabinet Considers Plans For Shanghai Evacuation DEFENCE OF SETTLEMENT

Mr Chamberlain, owing tb tho gravity of the Shanghai situation, will return to London on Wednesday and Will cbnfBr with Mr Edetl and othef niembGrs of the Cabinet. They will consider plans to remove the entifb British civilian -populatibn, nnmberihg 9237, from ShanghaL The presenco of eivilians in thc heart of the war zone sei'iously embarrasses the naval and military authorities arrahging to protect the British settlement, With its £100,000,000 worth of pfbperty, from flres, tehells and bombs. Mr Chamberlain will report the situation fully tb his Majesty at Balmoral next week*end. A Hbiigkong message states that 2000 refugees arrived from Shanghai. All are quartered in private homes and public buildings; some are even dwelling in the raceeourse grandstand. .
