TOKIO DISSENTS Japan Will Not Tolerate Foreigti Intervention NANKING FAVOURABLE
(Boceived 24, 12.30 p.ffi.) EUCBY7 Aug. 25. Thd British Gtovernnient is stlll with out any reply from the Japanese and Chinese Governments to the suggestion made for restoration of the situation in Shanghai^ which, aecording to to-day's nows telegrams, continues to dctoriorate. Tho xcactions to the British proposals in Boini-oihciai circles at Tokio appcar td have been unsympathotic, which has caused disappoiiitment herc.
On tho Japanese eide it has been i strongly emphasised that Japan will not tolerate fofeign intorvention, but it is pointed o,ut the British project docs tlot in any sense imply interventiott and is merely a requcst to both Bides to With draw from an area in which foreigu interests are heavily involved. In Nanklng, although there has been no official reply, the reaetion is understood to have been on the whole favourable, and this fact has been noted with 6atisfaction. The proposals for the mutuallyagreed withdrawal of the f'ofces now in confliet from the Shanghai zone was made with a view to securing the isolatioii from warlike operations of the Intefnational Settlement, whare many countries, and Britain in an outstanding measure, have very large liuancial, comiiierciul and lndustrial intei-ests &ui whero a large foieigii population rusides. TJie British authoritios are providiug pfotectlon for their nationals against attack, but, so loiig as hdstilitles are actively pursued around the conccssiong, there can be iio asstirance itgainst accidcntal death o i injury.
