Chinese in New Fighting Mood 'HANDS OFF OUTER MONGOLIA' (Received 19. 10.40 a.m.) LONDON, Aug. 18. Although the Soviet chiefs are maintaining a neutral attitude in the Sino-Japanese conflict the Moscow Press does not attempt to conceal where its sympathies lie. The izvestia pttblishes a cartoon showing a Jittle Japanese offlcer trying to ride a giant Chinese coolie and sjetting an unexpected punch on the nose. It is elaimed that the Chinese tnasses are in a new fighting mood and that tbe quality and quantity of Nanking's new armaments have surprised •Tapan, but no prophecies are made about the outcorae of the conflict, in which the Soviet will only intervenp if the Japanese attempt to invade Outer Mongolia, - with which Moscow has a mutual assistance pact. Moscow believes Outer Mongolia is the strategio key to the entire Far East and therefore will be Japan's ulfcimate objectivo some day. A
