The Cape Provincial Council, South Africa, by an overwhelming majority, has voted for the restOration to teachers of two-thirds of the salary cUts they suffered during the depression. Last year the cuts of Government servants were restored by the Minister of Finance, but the Administrator of the Cape refused to restore teachers' cuts, because tbe Brovince could not alford it, This year, however, there is a substantial surplus, and tlie skilful propaganda of the teachers' assoeiations has forced tlie Administrator to restore most of their cuts.
