(Received 17, 12.45 p.m.) LONDON. Aug. 16. The Daily Telegraph 's Aguilax* de Camjjo correspondent states that the rebels have captured Reinos;a. This success is of great strategical importance, efl-ecting a convergence of the rebels ' two flanks and the imprisonment of gi-eat nuaibers of small villages, hamlets and farms in which Government troops are stationed. After crossing the frontier of tho Santander province the rebels, under General Davila, occupied positions eight miles south-west of the important strategic point of Reinosa on the Torrelavega road, which was also threatened by converging columns of Black Arrow detaehments, aided by fighting planes, heavy bombers and mountain batteries, reported an earlier message. The Navarre Brigade had crowned seven peaks commanding the approaches to the valley. All those in Madrid who are not engaged in war industries or work of public importance will be obliged to leave the capital, according to the Ministry of Labour.
