(By TelegraDh—
INVERCARGILL, Last Night. \ "People should not be penalised: twice for the same offenoe," said the Magistrate (Mr. W. H. Freeman, 8.M.) iu prohibiting the publieation of the. name of defendant, aged 19, a oivil servant, who pleaded guilty in the Magistrate 's Court to-day to a charga of being intoxicated while in oharge of a motor-car. Mr. Freeman remarked that defendant 's escapade would in any event come to the ears of his superiors. "I don't think it will," said Mr. Hewat. The Magistrate replied that there were quite a number of pereons in this world who made it their business to acquaint employers with the facts in such cases. There was no doubt, however, of the statemeiLt by counsel for the defendant (Mr. B. W. Hewat) that hia client would lose his position if his name were published. "This is a matter that should be looked into as far as the civil servioe is eoncerned, ' ' added the Magistrate who asked counsel if he did not thirik it likely that if: the name were published in this eaee the punishment would be out of all proportion to the offence. Dismissal of convicted persons was one of the privileges that belonged to the public servioe. Had defendant been a year younger he would have been dealt with by'the Children 's Court. Defendant was fined £6 and his license was suspended for 12 months. The Magistrate said that he would ifoppress defendant 's name on account of his age and not because of his position
