Women and Children to be Evacuated (Received 16, 1.0 p.m.) LONDON, Aug. 15. The Japanese Embassy at London, eiting the loss of life and property from the "outrageous" bombing of the International Settlement, announcca that tlie Japanese Cabinet is sending surgeous, medical comforts and ambulance facilities to the victims, irrespective of nalionality. The situation was discussed at a couference at Whitehall between representatives of tho War Office, the Admiralty and the Air Force, when, it was decided to move a battalion of the Ulster Ilifles from Hong Kong to Shanghai to evacuate a number of British residents, pursuant to which the Consul-General in Shanghai is arranging to evacuate women and children to Hong Kong oju Tuesday. The evacuation of American women and children from Woosung will begin tQmorrow. . A temporary truce will permit tenders to 'pass Japanese warships in.the river. A strong protest has been iodged with the Nanking Government in connection with the bombing of the International Settlement. England, America and France are making representations to Tokio and Nanking in the hope of obtaining the withdrawal of Chinese and Japanese troops from the areas iinmediately adjacent to the Japanese liases of operations. Casualties are now computed at 1167 and 1328 wounded. further bombs have been dropped on the settlement but Chinese battcries at Haichang and North Hougko>v set fire to the Japanese Naval attache's ofiiee and damaged tho landing party's headnuarters, kiliing a sub-lieutenaut on the roof. Curfew has been introduced in the International Settlement and the French Concession, the streets being deserted by 10 p.m. A total of 250,000 Chinese refugees liave already liidden themselves in empty houses and sliops and the honeycomb of alleyiyays. Only ten days supply of rice is available for the refugees but the Munioipal Couneil has ordered 10,000 tons from Hong iiong.
