Aug. 13, The Times' Tolrio correspondent states: "Developments in Shanghai eompel the ."Japanese to contemplale warfare on two fronts, inasmuch as 3000 to 5000 Japanese civillans and rofugees are in Shanghai Wliosc evacuation is difiicult and abandomnent impossible. The Nanking Governmeut hopes that Japan will send au army to Shanghai to proteet them, thus embarpassing licrself, not only by reducing her forces in north China, but also through having no face on the Shanghai front, Marshal Chiang Kai-8hek'fl German-trained divisions. Japan inight tlierefore decide to ncgotiate Vvilh Nanking for a ccssation of warliko preparations at Shanghai, which can be accomplished by observihg the neutrality of Shanghai, with tlic witlidrawal of Chinese troops."
