It was agi'eed that the committce should appoint its own judges, drU'W up a schedule and make recommendations fbr the hutiiber bf prizes. As a basis upon which to work, tho league suggests that the competition should be condueted in two classes, one for flower gardens of not more than a quai'ter-acre in extent and the other for vegetable gardens, the upkeep of wlxich does not eall for the exiiployment of outside labour.
