(Eeeeived 9, 11.30 a.m,) VALENCIA, Aug. 8. The Minister of Defence, Senor Inl.alecio Prieto, anaounced that tho ^overnment has reeeived evidence of sailor on the German warship Leipzig, hose hame is withheld, indicating

that the commanders prepared to stage a torpedo attack on themselves in order to be able to accuse Spain. They abandoned the idea owing to risk, but nevertheless the Government made tho accusation> though no attack occurred.
