Scepticism regardmg non-interven-tion has increased following the disclosure of hnancial difhculties at the chairman' a sub-committee meeting when the secretary' s etatement showed tha,t many of the Governments concerned wer© in arrears with their paymente. The Associated Press imderstands that the. secretary pointed out that there was very littie left in the coffers. Only Britain was not in arrears and the British Treasury was determined not to provide onore money i.ntil the others paid up both their arrears and current subscriptions due on August 18. This announcement was gjreeted with polite silence until the chairman, Lord Plymouth, pointed out that if the pOsition was not clarified, the chairinan's sub-committee might be called ne?ct week to consider the question of finances, upon which ,th© amoassadors, who feared the chances of their August holidays vanishing, bastily aunounced that they would approach their Governments and, no doubt, the money would be forthcoming. The Associated Press also urderstands that 80 per cent. of the cost has been borne by England, Frauce, Italy, Germapy and llussia, to which England and Germany alone subscribed on June 8, Britain beingi the sole contributor on July 8.
