ALBERTA'S BANKS
Premier's Bill Opposed by Finance Houses (Received 6, 1.30 p.m.) EDMONTON, Aug. 5. The constitutional struggle has begun over Mr. Aberhart's Bill to control the banks. It provides for 500 dollars' licences for all financial institutions, with five dollars for all employees, except the Bank of Canada. A special credit board will control licences aud liave power to refuse or cancel licences. Trust, loan and. insurance companiea ara included. Licences will only be issucd after pledges have been given not to disturb the property rights of any citizen of Alberta. A supplementary Act cloaes the Alberta courts to any action inJ volving the constitutionality of Alberta; statutes. Financers are considering making a demand to Ottawa to disallow the Act and will appeal to the Supreme Court of Canada to declare it ultra vlres and demand that the Lieutenant-Governor refuse to sign it under the British North America Act that banking measures are reserved for the Dominion Government.
