JAPANESE APOLOGISE TO FRANCE

(Eeceived 3, 11.0 a.m.) TIENTSIN, Aug. 2. The Japanese have apologised to the commander of the French garrison and have promised not to interfere with the French concession at Tientsin. An earlier message stated - that a tense situation ■ had been caused by a clash between Japanese troops and French soldiers guarding the French concession on Saturday. French offieials declare , that the Japanese forces threatened to use force unless their' troops were allowed across the bridge into the concession, The clash oeeurred when the French soldiers resisted an attempt by the Japanese troops to disarm them' in contraveaVtoa of the Boxer Treaty of international rights.
