WASHINGTON, July 23. President Eoosevelt's Supreme Court proposals were overwhelmingly defeated when the Senate, hy 70 votes to 20, xecommitted the Bill to the Judiciary Committee, which was instructed to desiga a new measure reforming Lower Court procedure, but eliminating the provisions for the alteration of tho Supreme Court. The decision followed a meeting of the Judiciary Committee, at which tho opposition was demonstrated to be sufficiently strong to force abandonment of the measure. Congress is expected to adjourn shortly, possibly before ihe enactraent of other important measures in Mr. Rooscfvelt's programme.
