Breathing Space Appreciated LONDON, July 23. The Telegraph 's Jerusalem correspondent says the British Government 's docision to permit a further inquiry before final adoption of the Paiestine scheme, has pleased and relieved both Arabs and Jews, enabling both to take counsel and offer counter-suggestions to partition.
