LONDON, July 22. Ci'itics deseribe the acceptauce by the House of Commons of Mr Churchill's amendment without a division as a heavy defeat for the Government on a matter of major policy, pointing out that it. means the Government will still be able to go before the Mandates Commission of the League with the proposals, but that it must report back to the British Parliament before taking further action. Moreover, it will uot be able to claim at Geneva tliat the proposals have Parliament's approval, The Daily Telegraph says that the whole question of the future of Palestine is again in the melting-pot. JL'he Daily Herald says : The opinion is geuerally expressed that the proposals for the partition of Palestine are dead or nearly so.
