Ci'itics deseribe the acceptauce by the House of Commons of Mr Churchill's amendment without a division as a heavy defeat for the Government on a matter of major policy, pointing out that it. means the Government will still be able to go before the Mandates Commission of the League with the proposals, but that it must report back to the British Parliament before taking further action.
