The New York Times correspondent at Mjnagua, Nicaragua, reports that tho President, Senor Somoza, has announeed that Nicaragua is willing tp •sign a treaty for the use of a railway from Lake Nicaragua to the Pacifie in tho event of an emergency if the. United States will providb £600,000 for making a canal of the San Juan river from Lake Nicaragua to the Atlantic to aceommodate big ships. He says that it would mean fair play towards Nicaragua in regard to "the present 90-year option to construct a Nicaraguan canal. He revealed that his brother-in-law, Dr Debayle, had gone to Washington to negotiate with President Roosevelt.
