China 's reply to Japan expresses readiness to open negotiations with Japan through the regular diplomatic channels but dnsiste that any local settlement must be subject to the sancfcion of the Central Government and that sovereign rights must be preserved at all costs. The situation is quiet but the futuro is uncertain until the purpose is known of Japan 'e increased reinforcements in North China and of the Chinese Government 's despatch of troops and air units.
