Necessity for Spirit of Mutual Co-operation BRITISH SCHEME

(Received 15, 1.90 p.mi.) RUGBY, July 14. The British Government, in suhmitting its non-intervention proposals, admits that they are a coippromise between varying points of view, and states that unless a greater spirit of mutual co-operation is evident thau has been achieved in the past, the sqheme will fail and the nations oi Europe will be faeed with a new and infinitely more dangerous situation. An outline of the proposals is set out in six partB the first of which deals with the reconstruction of the systein of supervision, and proposes that the ^■•val patrol system be discontinued aiid replaced by a system of international observers in Spanish ports. The proposals also provide for recognition of limited belligerent rights of the two parties to the Spanish dispute, and suggest the withdrawal of foreign nationals from Spain. It suggests that commiSsions be sent out to both parties in Spain to supervise the withdrawal of foreign nation^ als as soon as possible, and all GovernmentB to collaborate in the matter. The fourth part of the plan proposes that the programme be carried out in the following stages: First, the establisbment of officers in Spanish ports and the withdrawal of the naval patrol as soon as possible; second, the establishment of commissions to supcrvise the withdrawal of foreign nationals ; tlxird, recognition of belligerent rights. In the sixth and final part of the plan, it is suggested that the British Government be authorised to enter immediately into a discussion with the two parties in Spain on the proposals.
