Dominions Secretary Explams Position
RUGBY, July 13. The Dominions Secretary, Mr. Maicolm McDonald, in answer to a numbei of questions regarding thc rocent announcement by the South African Premier, General Hertzog, in reference to British African protectorates, said he had not been consulted by General Hertzog on his statement nor were his conversationa with General Hertzog in London embodied in the agroed mem orandum. The arrangement was that he should commuuieate with General Hertzog on his return concerning the general position and aa to possibie further practicable steps i'or carrywg out the policy agreed upon \n lh3&. With regard to the referenceo to the aative legislation recently pas&ed ia the Uaion of South Africa, Mr MacDonald said it would not be proper for hira to discuss the native policy in the Union.
