(Received 14, 1.30 p.m.) RUGBY, July 13. The Foreign Secretary, Mr. Anthony Eden, discussed the Spanish situation, particularly the question of the settlgment of the non-intervention crisi's with the Ambassadors of France, Germany, Italy and Russia, but the British proposals for the settlement of the deadlock were not revealed. They will he ready tom-orrow and . will be har-ded simultaneously to representat:ve& of each of the States who are members of the committee. They will not be published before Th'irsday morning and will he submitted to the committee on Friday.
