Substantial progress toward a basis jupon which to start negotiations for a reciprocal trade agreement between j Brit&in and the United States havei been made during the past fortnigiht, iti j waa learned from authoritative sources, ■! jalthough State department officials perjsisted with public donials of any ■developments. The United Press points out that Washington circles regard the trade treaty with Britain as inescapably linked with war debts, and despite emphatic denials by the State Departmenl there is growing a belief of the possibility that Britain will soon resume payments. It is pointed out that the negotiations of a reciprocal trade treaty would be strictly a war measure for Britain since experience in the world war demonstrated the need to draw food from the United States. It is Tegarded as significant that talk regarding the treaty was revived immediately after the passago of the neutrality law, under the "cash and carry" clause of whicih Britain would be able to buy from the United States in warttme since ihe has the neeessary ships.
