Levelling and Planting As part of the proposed main scheme for the" development of the Civic Square, the Hastings Borougli Council decided last evening that the superintendent of reserves, Mr J. G. C. Mc•kenzie, should prepare a plan and draw up a scheme for levelling^ laying-out, and planting the area in the square surrounding the Cenotaph, including the cost of. pavinpi and flagging, etc., as suggested in Mr Hammond's plan of the lay-out of the square.
