VERSAILLES TREATY BLAMED FOR WORLD TENSION
(Eeceived 9, 11.0 a.m.) WASHIN GTON, July 8. The Under-Secretary of State, Mr Welles, in an address blamed the present conditions in Europe to the provisions of the Versailles Treaty. In order to assure peace he suggested the restoration of the sanctity of treaties and international law, the abol-tion or reduction of artificial trade barriers, the limitation and eventual reduction of armaments, freqnent conferences and the exchange of views between nations. By infcrence, Mr Welles condemned Germany and Italy, also Eussia and France for intervention -n Spain and praised British efforts to make effeetive the Non-Intervention Pact.
