The Arab Higher Committee has is•ued a manifesto complaining that a Jewisli State is being created in the most fertile parfc of the country. The committee is consulting Arab kings, prinees and leaders oi Palestine insti"tutions with reference to future policy. Xt appeals to the Arab people t*> pay no attention to empty promises and to adhere to the nationist programme and luaintain their self-restraint. A message from Jerusalem says that "the xeactions of both Arabs and Jews to the Palestine Commission's report «re most unfavourahle. Offieial Jewish bodies deelare they eannot conceive a Jewish political State without Jerusalem. They also complain that the partition scheme is imjust because the new ATab State would have 15,000,000 acres, while the Jewish State would have only 1,250,000 acres. 1 Arah offieial quarters on the other hand object to the Jews getting the most fertile agricultural areae. They also deelare that the Tepatriation of the Arab population from the Jewish State is unworkable as the Arabs will refuse to leave their present homes. Complete military preparations have been m&de to prevent disorder and the troops ara standing by throughout the country. General Sir Arthur Wauchope, High Commissioner of Palestine, in a broadcast, strongly urged the acceptanee of the Com mission 'e recommendations, saying that tho partition scheme would ereate a new era for goodwiil and contentment alike for the Arabs and Jews. The first Jewish reaction was an assemblage at the Wailing Wall to pray against the partition. Jewish opinion is strongly against any further diminqtion of their territory. Faud Saba, seeretary of the Arab Eigher Committee, declared: "It is too bad. There will be considerable disappointment. ' ' The Moslem leader, Nahae Hibi, deelined to comment for two days.
