A series of conferences between Bussian and Japanose Government representatives, lasting throughout the day, some of which were keated, resulted in the issue of a communique diselosing that M. Litvinov, Cimmissar of Foreign Affairs, while reiterating the Soviet Government'a protest against the bombarflment of Eussian gunboats on the Amur river, and reserving the right to elaim compensation, offered to withdraw the Eussian troops from the disputed islands if Japan and Mauehukuo would act similarly. • A message from Tokio says that the prevalent opinion is that the clash on the Amur river will not lead to war. Tt ds believed that the Soviet forceB created the affair for the purpose of diverting the attention of the public and the army from the reeent internal upheavals in Bussia and, moreover, to impress the Japane.se Government that the Eed Army, nevertheless, is still ready for business.
