(Eeceived 2, 1.30 p.m.) ROME, July 3, Italy will not witlidraw her •'volnnteers" from Spain, This is made clear in an article in the Popolo D'ltalia, generally attribnted to Signor Mussolini. The article created a sensation as it indicates a direct reversal of earlier official announcements and is interpreted as putting an end to all pacification efforts in Spain. The article says: "Italian volnnteers were not dispatched to Spain by the Government and th>. Government has therefore no power to recall them. Only General Franco, either before Or after victory, can free them from their imperative moral obligation. The Italian Government eannot free them, and, owing to present circumstances, it will not do it." The article, after alleging that Britain and France helped and are still helping the Valeneia Government, adds: "Everything that could he done on the British and French side to assure the victory of the Valeneia Bolsheviks has been done. Everything that could be done on the Italian and German side to isolate the Spanish conflagration has been done. The last decisive word now belongs to the cannon." Open accusations that Britain tt zending volnnteers, arms and munitions to aid the Spanish Government are made by Dr. Virginio Gayda in the Giornale d'ltalia. He asserts that Bnglish ships arriring in Bilbao to evacuate civilians disembarked explosives and batteries of guns.
