WELLINGTON, Last Night. In a reserved judgment, valid throughout New Zealand, Mr J. H. Luxford, S.M., to-day held that an offence against the motor regulation in regard to keeping fire-plugs clear arises only when a driVer or person in charge completes the operation of stopping oi? parlring, and tbat such person is not responsible if an unauthorised person subsequently moves the vehicle into the prohibited area. If the transport authorities intended otherwise, he said, they failed to express that intention, He clismissed two chargea, being satisiied that someone else had inoved fche cars to make room for themselves, or to enable them to drive away.
