Whitehall Watchful As To Intentions PATROL CONTINUES

Germany 's assurance that the incident of the attempted torpedoing of the cruiser Leipzig by a submarine off* the Spanish cpast, is ciosed is accepted with certain misgivings at Whitehall, which is anxiously watchful. It is thought that Germany may possibly be persuaded that moderation is the right policy, but the pxesence of her ships in the Mediterranean is dangerous, especially as her withdrawal from control schemes means that Italy and Germany no longer have a legal right to stop enerchantmen. The Berlin correspondent of The Times declares that the Nazis do not conceal their fear that another winter campaign will be difficult for General Franco. There have been signs that ' Herr Hitler himself believes that the internal troubles in Russia favour a bold anti-Soviet offensive. The press is filled with bitter denunciations of British " sh£melessness and hypocrisy. ; ' A Paris message states that France is prepared to replace the Italo-Ger-man naval control if Britain will cooperate. The French fleet has been ordered to be constantly prepared.
