liberty of action sought / Italian and German Notes Identical BRITAIN BLAMED

(Received 24, 1.30 a.m.) LONDON, June 23. It is officially announced that Oermany and Italy have withdrawn from the Committee for Non-Intervention in Spain. The German Embas.3y announced ♦hat the German Government would not he willing to expose her naval iorces entrusted to the international control task for further target practice , off Eed Spain. Germany was Jimited to the minlmum guarantee necessary to ensure ' the safety of her maps when she requested a joint naval demonstration. Since the British and French Governmenta had refused even fhis minknum request Germany regrets to have to state that the spirit of aolidarity is lacking among the control Bowers which is indispensable to the execution of the common international task. She therefore has decided to withdraw finally from the control acheme. A communique from Bome is phrased almost identically. It stated that Italy now resumes the rigkt of liberty of action in respeet of aggression. The German cruisers Koln, Deutschland, Luchs, Leopard and Tiger have left Algeciras in an easterly direction. The whereabouts of the Leipzig is not known.
