German Report on Attack (Received 23, 8.45 a.m.) BERLIN, june 21. 'He German Govemment 's report os the ''Spanish Bolshevik submarine attack On the Leipzig" on June 18 states that the diver's examination of the Leipzig 's hull diSclosed scratches and a slx-inch dent. The vessel changed her course after noticing the torpedd, thereby grazing either the torpedo or the submarine from which it was fired. The presence of the torpedo was also aseertained by air bubbles and the ground deteetor. The stpkers and engineers heard a metallic impact on the hull when tre Leipzig passed over the parently was laUnched, 6and scraping the loc&lity from which the torpedo apnoises followed.
