viceroy's appeal New Constitution Can Work Well DEADLOCK DANGEROUS

The Yiceroy of India, Lord LcnlithgoW, broadcast the introduction to a message which he is publishing fcoinorrow on tlie subject of the constitutional position. He expresses the opiiuon that the present difficulties are due to aiKsapprehensions and he intends td supply an authoritative exposition of the issues, hoping thereby to assist the .people of India to arrive at the right cuucluSion. The Yiceroy 's message sympathetif,ally appeals to Congress to eo-operrte in ihe working of the Constitufeion, and
enable India "to take the shortest road to the fuller political life which so many of you greatly desire." He. lengthily discusees the techhicalities of % Governor 's position, including the resignation or dismissal of Ministers even. Eef erring to a Governo- using hiis mandatory powers, he emphasises that "no Governor is lightly going to deetroy for the sake of legalistic interpretation, an act which ' might he frnitful In co-operation. " Lord Linlithgow welcomee Gandhi's euggestion that the severance of partnership between a Governor and a Minister is only essential in an event of major importance and adds: "If the deadlock continues and parliamentary government is suspended in a number of provinces. it "might be beyond anyone's power to reverse the circumetanees which must tlien supervene."
