"I want to say, your move for disarmiment by a world ballot, is the first ray of ligbt that bas appearod, not only in my time, bnt in all time in regaxd to cesation of war, but tbe vole, to be effective, must be Solely for the one purpose, witb a clear understanding tbat force will be used at tbe end if required, to complete disarmament to tbe point of sufficient to patroll tbe seas. If^tbis can be done it will do more for tbe human race tban any Magna Cbarta ever did. ''I am all for tbe world crusade, for it seems so insane to drift back not only into tbe dark ages but something the world bas never seen. "Please excuse tbis scratcbing for 1 am out of practice."
