Mr. Savage said that he came to the Conference convinced that the United Commonwealth would effect such a re-adjustment in the economic causes of war to mahe international confh'ot highly ianprobahle . Foreign affairs must not. i>e aliowed again to find a place Ln the deliberations oi mankind, Further abtenipts to expand trade and renew the struggle for foreign markets without attempting to improve the standards of life of the masses must be abandoned. 1 fervently hope that the Commonwealth will give a lead to other nations before it is too late. "I leave this Cqnference with the inspiring thought that tlie British constitution and the self-governing powers of the Dominions are sufficiently wide to allow ns to return with determination to play a full part in shaping the future of the Commonwealth and its relationship with the rest of the world while simultaneously working out our own destiny."
