There is reasou to believe that the party 's headquarters are in Germany and not abroad, as German official cireles allege. Navei'theless, the party 's manifestoa are never likely to reach the Genuaa masses. — ^London, Scout Honours The Governor-General, who Cliief Scout in the Dominion, summoucd Sir Percy Sargood and Commissioner Wing to his presence on Wednesday, tind handed to Sir Percy the "Silvcr Wolf," the highest distinction whieh any person dn the Boy Scout movement can reeeive, from the World Chief Scout, Lord Badeu-Powell. The "Silver Wolf" is bestowed on those Ivho have rendered outstanding service iu the movBment, and, there have been only two previous recipients of tlie distinction iu New Zealand.— Dunedin.
