"Alarming" Decline (Beceived 10, 10.15 a.m.) LONDON, June 9. The Daily Telegraph's Moscow correspondent says that Soviet officials admit a great slump in production M. Mazhlauk, commissar of heavy industries, addressing a conference of factory directors, deserihed the decline in the output of iron and steel industrieis as alarming. Even more serious is the decline in quality. The Pravda declaxes that mountain? of worthless rubhish are delivered to State shops, and some direetors aetual-, ly bribe checkers to pass worthless^ goods.
