The Administrator, General McNicoIl, is determined to re-establisli Rabaul as the eapxtal and plans have been made for the early return of the male portion of the population. The death-roll among the natives is much lower than has been feared, and it is now estimated that not more than 31 natives lost their lives. The channel in the harbour of Rabaul is now regarded as safe.
