Germany and Italy Not Present COMMONS QUESTION Bntiah Official Wireless.) (Beceived 2, 8.45 a.m.) EUGBY, May 81. A Press communique issued tb-night after the meeting of the Chairman's Sub-Committee of the Non-Interveo-tion Committee statcs that the representatives of the United Kingdom, Bel* gium Czechoslovakia, France, Portugal, Sweden, and the TJ.S.S.B. were present. Captain Euan Wallace, Chairman of ihe Committee, communicated to the Sub-Committee the text of a letter received from the German representative 6xplaining why, on instructions from the German Government, he_ would be itnable to be present. Captain Wallace addea that just before the meeting Italian representative had informed him that for similar reasons he alsa would be unable to be present. The representatives present indieated that they proposed to report to their respective Governments the situation disclosed in the statement made by the chairman. They also fequested the chairman to summon a further meeting as soon as he thought this would be advisable. This morning it was announced that to-day's mee'ting of the Chairman's Sub-Committee of the Non-lntervention Committee had been cancelled, and that at the request of the German representative a plenary session of the International Committee had been suramoned, but this arrangement was subsequently modifield, and instead the German xepresentatflve sent a letter to the chairman of the committee epataining a statement on the bombing of the Deutschland on behalf of the German Government. In these eircumstances the sub-committee met as planned to consider the further question of the sequrity of the warships of the Powers participating in the observation scheme. The bombing of the Deutschland was the subject of a private notice question in'the Houso of Commons to which the Frreign Seeretary (Mr Anthony Eden) replied; — "I understand that the German , armoured ship Deutschland was bombed from the air whilst at anohor ir, Ibiza Bay on Saturday, and that bombs exploded on the mess deck, causing much damage and a large number of casualties. I have also received information from one of his Majesty 's p.hips that the German armoured ship Admiral Scheer bombarded Almeria from 6.30 to 7 a.m. to-day. In the course of an interview which I had with the German Charge d 'Affaires this morning I asked him to represent to his Government the earnest hope of his Majesty's Government that the German Government would take no action such as would render the present grave situation gvaver still."
