Germany's Plight Worries Hitler . NEED OF FOREIGN LOAN (Reeeived 1, 10.40 a.m.) LOiNDON, May 31. The Daily Herald's Prague correspondent says : Herr Hitler is alarmed by a secret inemorandum from German industrial leaders expfessing dissatisfaction at present conditions and grave fears for the future. Tbe memorandum, which urges a reduction of taxqs and more conciliatory foreign policy, declares: "At least 50 per cent of the Germans are living on money derived directly or indirectiy from the Government: Self-sufficiency with regard to foodstutfs has not been achieved. We consider that the life of Germany can only be restored by a- big foreign loan, ' possibly from the United States." >
