The County Rate Sir,— rl wish emphatically to protest against the proposed increase of ratea in the Hawke's Bay county. The rates last year rose by approximately 90 per cent., and if the expenditure is allowed by the ratepayers to go on in the same manner, which is apparently unbudgeted, we can only expect another 30 per cent. rise this rating year. 1'n the past, on much less money, Mr Crosse bualt up a xeaerve'fund of over £30,000 which this "happy family" has not only dissipated but is now wandering like a "lost tribe in the wilderness" along a path of unbudgeted expenditure which can lead to nowhera except to a financial cul-de-sac. I eay, strictly budget the expenditure; if you have to pay twice as much to get work done, don't do half as much work, but supply brains and organisation and efficient eupervision to ensure that the working man is enabled to work his full 40 hours on his job.
