The Times Tqkio correspondent says : The Minseito and Seiyukai Parties have opened an anti-Cabinet campaign, issuing a jaint manifesto demanding its resignation and declaring that the Cabinet was an obstacie to national unity and hindered the execution of emergency policies. The manifesto, angling for the Army's support, unequivocally accepts its doctrine in time of national emergency. Mr Hayashi still professes his determination to meet the Diet and test its attitude.
