Thjs constitutes a reply chiefly to Mr-. Savage whose enthusiasni for the collective system, which is generally regarded as dead, has undoubtedly been stimulated by his contacts with the British Labour party who are eudeavQuring to bring pressure on the British Government th rough the Imperial Conference, The Dominions have been informed that League reform is hopeless as long as the deadlock remains in connection with the recognition of Italy's conquest of Abyssinia. Some cnajor Powers, including Britain and France, realise th&t Italy's conquest is a fait accompli and while confessiug that recognition is distasteful, believe they should cut their losse? and reoogniso Abyssinia de jure now beeause such a step is ultimately unesoapable.
