British Government^ Moves Detailed QUESTION IN COMMONS

RUGBY, May 24. In answer to questions in the House of Commons on the Spanish situation. Viscount Cranborne, Foreign Secretary, said that efforts to further the withdrawal of foreign nationals from Spain had been actively pursued. The tech. nical sub-committee of the Non-Inter» vention Committee which was set up to consider the question had presented a report. In anticipation of the report, which, it was hoped, would enable a practicable scheme to be agreed upon for the withdrawal of foreign volunteers, the Government had inquired of the other principal Governments as to whether they would. joiu in approaehing both of the contending parties with the object of induCing them to agree to a oeosation of hostilities on all the Spanish fronts for a period sufficient to enable these withdrawals to be arranged. The replies of tho varioiis Governments were still awaited. Viscount Cranborne also stated that the system of observation was working satisfactoyly. Later Viscount Cranborne referred to the Basque GoGvevnment 's request for a full inquiry into the destruction of Guernica, and said llat the United Kingdom Government had invited observationg from the French, German, Italian, Portuguese and Soviet Governments on this suggestion. His Majesty's Government had pointed out that such an international inquiry could, if thought desirable, be extended to covbr other incidents of a similar nature, and that the Government would be ready to co-operate.in such an inquiry, whatever ite seope, They also placed a proposai before the Non-Intervention Committet, for an appeal to both sides to abolish altogether the use of bombipg from the air.
