TERMS FOR SURRENDER
General Franco's OfFer To Basques (Beceived 21, 8.45 a,m.) HENDAYE, May 20. General Franco sent a note to the Basque Government offering its terms for the surrender of Bilbap, and the rest of the province. He promises to respect the ldves of all citizens, private wealth and property and guarantee the positipn of all who held publie appointments before the civil war. He proposed that the two sides should jointly stndy reasonable political and ecQnomic administration
