WASHINGTON, May 17. The State Department has notifiedl the French Embassy that the Commerce Department. will not permit the Lindbergh trans-Atlantic race on the ground •Of risk of needless loss of life. . • Mr. Johnson said the Department had| not decided on the exact method of pre-i iventing the race, but would probablyj isimply refuse to issue permits ,to take] joff from American soil. He added: "We have already grant-1 ied a permit to Mrs. Amelia Earhartj jPutnam f'or a world flight so ,we will. jnot withdraw it, but I would like to. .think she was more valuable to aviationi if she were to remain in this country instead of taking unnecessary risks." Officials at Ottawa when inform'ed of the possibility that Paris would substi•tute a Canadian take-offi indicated thatCanada "would probably follow the ex-i ample of the United States. Amy Johnson, who is in New York, said she regarded the Commerce Department 's decision as narrow-minded. She intends to participate in the race re-' gardless of where the take-off will be,
