CABINET TO DIRECT WAR IN SPAIN New Ministry Formed By Popular Front ANARCHISTS EXCLUDED

(Received 19, 8,45 a.m.) VALENCIA, May 18, A general olfensive on all fronts its expected to follow the fpsnation of tbc new Negrin Oabinet, The Gatalan authorities have decided to hegin an offensive to relieve rebel pressure on the Bteques. The conduct of the war henceforth will be in the hands of. the Cabinet. The Superior War Council has been suppressed and the General Staff is heing re-formed and given greater scape. The Mini'ster of Finance in Seoor Caballero's Ministry, Dr. Juan Negrin, has formed a Cabinet, comprising three Socialists, two Communists, two Left Republicans, one Basque Nationalist and one Catalan Left Republican. Senor Caballero is not included. The new Cabinet, representing all the Popular Front parties except the National Confederation of Labour (the Anarcbist group), numbers nine, compared with Seuor Caballero 's 15, It ia;— Dr- Juan Negrin (Socialist), Prime Minjster and Minister of Finance. Senor Jose Giral (Left Republican), Minister of Foreign Affairs. Senor Indalecio Prieto (Socialist), Minister of Defence. Senor Irujo (Basque Nationalist), Minister of Jwstice. Senor Zugazzgoitia (Socialist), Minister of Interior. Senor Jesus Hernandez (Communist), Minister of Education and of Health. Senor Vincente Uribe (Communist), Minister of Agriculture. Senor Ruis (Left Republican), Minister of Public Works and Transport. Senor Jaime Aiguade (Catalan Left Republican), Minister of Labour and Soeial Welfare. The key post is that of Senor Prieto. He was Minister for Air and Marine in the last Cabinet and now also controls the War Office, Five of the other Ministers held posts in the previous Cabinet.
