Kew Viscoiint Opposes The Principle (Received 15, 8.45 a.m.) LONDON, May 14. Created a viscount in the Coronation honours, Sir Herbert Samuel still opposes the hereditary principle of choosing members of any legislative assembly. - In a letter to the president of the Liberal Association of Darwen, Sir Herbert says that he declined a peorage 20 years ago and would still be reluctant to surrender his seat in the House of Commons for one in the House of Lords, but if the voters of Darwen rejected him, he would have no oppotunity to win back his seat for three years, when he would be jn his seventieth year. Therefore, he chooses to continue his public service • in the House of Lords3 but he would always vote for the abolition of the hereditary principle of selecting legislators.
